Summary

Beginning in the early 1980s, in-lieu fee (ILF) mitigation programs were developed by many nonprofit groups, municipal parks, soil and water conservation districts, and other entities as a source of conservation dollars. ILF programs accept payments from permittees, which they use to develop surface water mitigation projects.
