A United States district court has ruled that the federal government my sue to recover funds paid out in federal flood insurance claims for flood damage resulting from the tortious actions of local communities, developers, and other property owners. The court also ruled that the federal government may sue in contract for specific performance of the floodplain management requirements of the Federal Emergency Management Agency (FEMA).
