The NRDC/ELI Model Resolution to Consider Adopting Pay-As-You-Throw Programs for Residential Municipal Solid Waste can be adopted by municipal legislative bodies as a first step towards enacting the fundamental components of a PAYT program, which can be tailored to the wide variety of municipal waste management arrangements around the country.
