Libraries as a Community Resource for Environmental Information

Following the 1999 study, ELI began work on the second phase of its research which focused on whether a collaboration between EPA and the public libraries could serve to increase capacity of communities to participate in EPA activities. ELI was interested in using an online Dialogue approach to gather information and foster discussion because it uses a technology that is likely to be used increasingly by private and non-governmental organizations as a means of disseminating and exchanging information, as well as by government agencies as a means of public participation in environmental policy making.
