In 2010, the Deepwater Horizon oil spill lasted for 87 days and remains the largest in U.S. history. One of the lasting reforms from that era split the Minerals Management Service into multiple entities, including the Bureau of Ocean Energy Management (BOEM) and the Bureau of Safety and Environmental Enforcement (BSEE). This month, the Secretary of the U.S. Department of the Interior, Doug Burgum, signed an order that will reunify those agencies into a single Marine Minerals Administration, arguing that administration of Outer Continental Shelf Lands Act programs will produce clearer and more efficient processes. Others question whether recombining leasing, permitting, and enforcement functions could again weaken oversight.

Panelists will discuss what the order does and does not change, as well as what reconsolidation may mean for safety and environmental programs, regulatory independence, and overall governance of a sector that spans offshore oil and gas, offshore renewable energy, and critical and other seabed minerals.
