Environmental Law Institute Welcomes Three New Board Members

Washington, D.C.: The Environmental Law Institute (ELI) is delighted to announce the appointment of three new members to its Board of Directors: Nadira Clarke; Paul Davies; and Angeles Murgier. ELI’s Board includes environmental leaders from all sectors, including private law practice, corporate management, nongovernmental organizations, and academia.

“Uniting diverse interests is a strength of ELI, and these distinguished individuals will bring a wealth of experience, energy, and new perspectives to the ELI Board of Directors,” said ELI President Scott Fulton. “I look forward to working with our newest members to advance ELI’s important mission of improving the environment though the effective rule of law,” added ELI Board Chair Benjamin F. Wilson.

  • Nadira Clarke is a partner at Baker Botts in Washington, D.C., where she focuses her practice on technically complex, high-stakes matters, including large-scale, multifaceted criminal investigations involving environmental incidents and major accidents. Nadira previously served as an Assistant United States Attorney for the District of Maryland and a Special Assistant United States Attorney for the Eastern District of Virginia. She also served as counsel to the U.S. Department of Justice’s (DOJ’s) Office of Professional Responsibility, where she led internal professional ethics investigations involving federal prosecutors and high-ranking DOJ officials. Early in her career, Nadira served in the highly selective U.S. Attorney General's Honor Program for DOJ, and worked as a trial attorney with the Environment and Natural Resources Division, including the Environmental Crimes Section and the Natural Resource Section. She was also selected to serve as a Special Assistant to the Assistant Attorney General for the Environmental and Natural Resources Division of DOJ.
  • Paul Davies is a partner at Latham & Watkins, based in their London office and head of the European and Asian Environmental, Land & Resources Practice. Paul advises on the environmental aspects of corporate transactions in addition to a wide variety of other work, including the management of contaminated land, the insurance of environmental risk, climate change, health and safety, asbestos, and waste management issues. He regularly advises client on environmental health and safety; mergers and acquisitions; real estate; project finance and litigation, and dispute resolution. Paul co-heads the firm’s Environmental, Social & Governance practice and holds a number of leadership positions on various committees, including the City of London Law Society Environmental Committee and United Kingdom Environmental Law Association (UKELA). He also participates in the Commonwealth Climate Law Initiative Advisory Board, the UKELA Brexit Taskforce, the PLC Environment Advisory Group, ‎and the World Business Council for Sustainable Development.
  • Angeles Murgier heads the Environmental Law practice at Beccar Varela in Buenos Aires, Argentina, where she focuses on a range of environmental matters, including regulatory, permitting, and compliance issues; corporate transactions; due diligence; and litigation. Angeles is Chair of the Environment, Health, and Safety Law Committee of the International Bar Association’s Section on Energy, Environment, Natural Resources, and Infrastructure Law (SEERIL) and is SEERIL Council member. She is also a member of the Board of Advisors for The Ocean Foundation. Angeles represents Beccar Varela at the Climate Change Group of the UN Global Compact Network Argentina, is a member of the Buenos Aires Bar Association, the Environmental Committee of the American Chamber of Commerce in Argentina, and the Rocky Mountain Mineral Law Foundation.
