Watershed Approach to Permitting

The 2008 Mitigation Rule pointed aquatic resource protection toward a watershed approach. The author looks at the U.S. Army Corps of Engineers Los Angeles District's efforts to implement the watershed approach and shares lessons learned thus far--including its incorporation into employee performance reviews, intensive data gathering, intergovernmental partnerships, and planning tools.
