In 1972, the congress found that- “There is national interest in the effective management, beneficial use, protection, and the development of the coastal zone.” After making this finding, Congress passed the Coastal Zone Management Act (CZMA), which established a national policy of encouraging and financially assisting states to develop coastal zone management (CZM) programs.
