In March 1983, the U.S. Fish and Wildlife Service approved the San Bruno Mountain Habitat Conservation Plan. This marked the beginning of a major paradigm shift in national policy for conserving biological diversity. However, before the promise of this new paradigm can be fully realized, there are several critical issues that must be addressed.
