Developing a Comprehensive Fee Schedule for In-Lieu Fee Wetland Mitigation

Devising a fee schedule for in-lieu fee mitigation in highly variable geographic and economic
environments can be a challenge for program managers. After interviews with mitigation experts
from across the country, this article summarizes the insights and lessons learned on how to
proportion program costs, management costs, and contingency costs.
