The Kigali Amendment to the Montreal Protocol calling for the phase down of hydrofluorocarbons (HFCs) was agreed to in 2016. As of March 2024, 156 states have ratified the Amendment. The United States ratified the Amendment in September 2022. Because HFCs are powerful greenhouse gases, ensuring effective implementation of the Kigali Amendment staged phase down process is critical to dealing with climate change.

In this INECE webinar panelists will discuss the efforts of a variety of organizations to ensure compliance with the Amendment, the nature of the violations that are being observed, the enforcement actions that are being taken to address these violations, and steps that can be taken to enhance enforcement efforts. We expect the webinar will raise awareness of the compliance and enforcement issues related to implementation of the Kigali Amendment and facilitate increased collaboration in ensuring that the Agreement is effective in reducing greenhouse gas emissions.
