ELI publishes Research Reports available for free download that present the analysis and conclusions of the policy studies ELI undertakes to improve environmental law and policy. These reports contribute to education of the profession and disseminate diverse points of view and opinions to stimulate a robust and creative exchange of ideas. As the courts, the Congress, and state legislatures grapple with the issue of "regulatory takings"--when environmental regulation goes too far in precluding uses of private property to the point where government should compensate owners--a new ELI Research Brief declares that "regulation, including environmental regulation, developed as an essential partner to property rights as we know them. Property rights and environmental protection are interdependent, rather than conflicting."
