Maryland's Voluntary Cleanup Program was created in 1997 as part of the governor's Smart Growth Initiative. It was designed to encourage and facilitate the cleanup and redevelopment of abandoned or under-utilized industrial and commercial properties in urban areas and other locations known as brownfields. The program contains features that streamline the approval process for State oversight of remediation projects, changes the liability scheme for eligible prospective purchases of properties, and provides greater assurances regarding lender liability issues.
