The Arizona Department of Environmental Quality coordinates the state's voluntary cleanup, brownfields, and greenfields programs. Some of the tools ADEQ offers for brownfields redevelopment include a Prospective Purchaser Agreement to limit potential liability for existing contamination, Phase I site assessments for qualifying brownfield properties, and eligibility certification for the federal Brownfields Tax Incentive. Funding and grants for brownfields investigation and cleanup are offered through two mechanisms: the Arizona Brownfields Cleanup Revolving Loan Fund and the Phase I Assessment Grant program. The Arizona Brownfields Cleanup Revolving Loan Fund (Arizona BCRLF), provides low interest rate loans to public and private parties for purposes of cleaning up brownfields sites that have already been assessed for hazardous substance contamination. Under the Phase I Site Assessment Program, the Voluntary Remediation Program will perform Phase I site investigations according to ASTM standards, for qualifying brownfield properties. The program is available to municipalities, prospective purchasers, and parties who are not liable for any existing contamination at the property. The goal of the program is to assist in the redevelopment of properties which are suspected to be contaminated with hazardous substances. The Greenfields Pilot Program provides funding for cleanup of sites with soil contamination only. The program will facilitate the cleanup of properties with soil contamination by creating a new type of environmental consultant, the Certified Remediation Specialist (CRS). Cleanup must be conducted by a CRS.
