This law establishes an “efficient school design trust fund,” managed by the state Department of Education, to help school districts defray additional initial expenses incurred in using efficient school design techniques for construction or renovation of school buildings. According to the statute, efficient school design encompasses school buildings that meet the LEED-Schools Certified standard, obtain certification under a similar system with “equivalent requirements,” or obtain certification under alternative building performance evaluation schemes, such as the Energy Star program. The statute also specifies minimum energy performance for such schools. The law directs the department to develop regulations describing how local school districts can access funds from the trust fund, establish efficient school design guidelines, and prepare an annual report evaluating the use of efficient school design in the state.
