Massachusetts law establishes the formula for awarding grants to approved school construction projects and authorizes the Massachusetts School Building Authority (MSBA) to award incentive points that increase the grant for districts that use energy efficient and sustainable design and construction. The MSBA has established a policy, outlined in an MSBA Memorandum dated March 2015, that provides for funding an additional two percent of a project's eligible costs if the project achieves a specified level of compliance with Northeast Collaborative for High Performance Schools (NE-CHPS) or LEED-Schools that is above the minimum level of compliance established for all approved school projects.
