In 1985, Congress enacted “swampbuster” provisions as a part of the Food Security Act in order to discourage further conversion of wetlands to agriculture. This report, funded by the EPA, discusses inefficiencies in the current program and offers procedural and technical reforms to the swampbuster provisions.
