The Water Resources Program works to promote the sustainability, quality, and utility of water resources. Led by Senior Attorneys James McElfish and Bruce Myers, Senior Science & Policy Analyst Jessica Wilkinson, Staff Attorney Kathryn Mengerink, and Science Policy Analyst Rebecca Kihslinger, the Program focuses on four objectives:

• Protect water quality by increasing the effectiveness of laws and management programs that affect water quality;
• Conserve wetlands by applying the best science and policy tools, and by recognizing excellence through the National Wetlands Awards;
• Reform water resource management by improving governance and decisionmaking on water quantity and use; and
• Sustain healthy oceans by improving laws and policies that affect the ocean environment and industrial uses of it.
