Jessica Troell is a Staff Attorney and Director of the International Water Program at the Environmental Law Institute. Her work focuses on water governance at the local, national, and international levels. Ms. Troell works with NGOs, governments, the private sector, and universities throughout Africa, Latin America and the Caribbean, and Asia to create, implement, and enforce sustainable water laws, policies, and management mechanisms. Prior to joining ELI, Ms. Troell was a law fellow with the Mandela Institute of Law at the University of the Witwatersrand in South Africa, conducting applied research on the implementation of catchment management in the Limpopo River Basin, and a Peace Corps volunteer in Morocco. She is the author of several articles and book chapters, and has worked at the U.S. Environmental Protection Agency, the Natural Resources Defense Council, and has served as a consultant to the Orange River Basin Commission. Ms. Troell is a graduate of Oberlin College and the University of Virginia School of Law.
