Summary: This law requires the state to establish, annually update, and distribute to all school districts green cleaning program guidelines and specifications.
- Requirements for Using Green Cleaning Products. The law does not explicitly require school districts to use green cleaning products. Rather, it requires the state department of elementary and secondary education to establish and disseminate to all school districts guidelines and specifications for green cleaning programs.
- Guidelines and Specifications. The state department of elementary and secondary education, in consultation with the department of health and senior services and a panel of stakeholders, is required to establish and update annually guidelines and specifications for green cleaning programs, including environmentally-sensitive cleaning and maintenance products, paper products and equipment purchases. The guidelines, which may include implementation practices such as inspections, must provide for multiple avenues by which cleaning products may be determined to be environmentally sensitive. The education agency must provide a printed copy of the guidelines (along with any updates) to each school district, and must also post the guidelines on the agency's website. School districts must, in turn, disseminate the guidelines to every school in the district. In January 2009, the agency released its guidelines, which reference the Green Seal and EcoLogo product certification programs, as well as the EPA Design for the Environment Formulator program (for chemicals).
